‘Include the smaller affordable houses’

When I moved onto the Ley Vale estate in 2017 the wasteland at its entrance was proudly offering ‘new homes available in 2018’, fast forward 5 years and not a single house has been started!
As there’s planning permission in place and its a brown field site with existing road access, is this a case of land-banking? How about dusting off the permission and revising it to include the smaller affordable houses Frome needs, seeing as its owners and developers aren’t doing anything with it and others are fighting to build on less appropriate green field sites?
