Progress

We are extremely grateful for the ongoing support from Frome Town Council. They provide us with space to think and plan and share their Planning and Development Officer’s expertise.

Since the Declaration of a Housing Crisis in Frome last August, we have had regular and productive conversations with Somerset Council. They are showing increasing interest in community-led housing to provide genuinely affordable homes in Frome and working with CLTs in other parts of the county. We do believe we are on the brink of achieving our core ambition of making a real contribution to the provision of genuinely affordable homes for local people in housing need. ….and hope to bring news of this in the coming months. Annual Review of Our Aims and Objectives

We have achieved or partly achieved six of our nine one-year objectives, amended a few, created new ones, and had to abandon one temporarily due to resource limitations.

Our Five-Year Objectives By 2029, FACLT aims to:

  • Complete at least one project with tenants living in homes we’ve built.
  • Achieve and maintain an active membership and supporters fully engaged with our goals.
  • Establish our reputation as an organisation providing genuine community benefits.
  • Achieve a diverse and skilled board reflecting our community.
  • Create a Legacy scheme and sign up at least two potential donors.
  • Fund, recruit, and employ a development worker.
  • Secure sufficient funding to remain a sustainable organisation.

Challenges and Opportunities

There is no doubt the community of Frome is facing an exciting moment with the real possibility of Mayday securing a major community-led development at Saxonvale. This would mark a milestone for community led development. Alongside this the history of Frome Area Community Land Trust (FACLT) is potentially also set to reach a significant milestone through achieving its major goal of building social rented homes.

The declaration of a Housing Crisis in 2023 by Frome Town Council in collaboration with ourselves provided an opportunity for FACLT. We are working on two significant projects. Firstly we are actively progressing a small social housing development in Frome… more details to follow over the next few months. Secondly we recently met with the deputy leader of Frome Town Council to discuss our plans to recruit a Housing Development worker. Their role would be to explore further opportunities to acquire land for developing homes for social rent and to influence housing providers and developers to maximise delivery of genuinely affordable and social rented homes, ensuring our work focuses on the inclusion and involvement of those in housing need.

We are also speaking with Somerset Council about how we may address the Housing Crisis. So there are opportunities for us to really have an impact on the provision of homes for those most in need in our community…this is our hope and aspiration.

To achieve our goals and aspirations we have to become a much stronger voice of the community. This is essential to addressing the critical need for social homes, both a local and national crisis. As of April 2024 there were over 800 households (an increase from 600 last year) waiting for a social rented home, all with a local connection to Frome. It is often said that crises can present challenges and offer opportunities. 

The critical challenges are to increase our membership and to recruit and support members to actively help with our work. We have some fantastic active members but the reality is we need more to help us achieve and realise our vision and goals.

It is clear there is much to do and the lack of social homes is only one of many areas we have to address as a community. However the lack of social homes and fair rented homes is inextricably linked to relieving and reducing the levels of poverty which despite what some may think is very much part of and exists in Frome. Providing more social rented and fair rented homes improves people’s health and quality of life, supporting those most in need and disadvantaged in our community.

We need to become an organisation which reflects and is representative of our community. Reflecting a town which cares about all in our community many of whom feel voiceless and excluded. This is one of the major challenges we face and we need your help and support to effect real change and make a difference.

Housing in the UK Election

As the UK election approaches, housing has become a central issue for all major political parties:

  • Conservatives: Promise to deliver 1.6 million homes over the next five years, reintroduce a version of the Help to Buy scheme, abolish the leasehold system, ban no-fault evictions, and set new tenancy standards.
  • Labour: Pledges to build 1.5 million homes within five years, focusing on affordable and social housing, extensive planning reforms, a mortgage guarantee scheme for first-time buyers, significant home insulation programs, and more rights for renters.
  • Liberal Democrats: Aim to build 300,000 homes annually (100,000 for social rent), banning no-fault evictions, introduce a rent-to-own model for social housing, abolish leaseholds, and ensure all new homes meet zero-carbon standards.
  • Greens: Want to increase the supply of affordable housing by 150,000 homes annually, implement rent controls, end no-fault evictions, introduce a community right to buy scheme, and invest in eco-friendly housing.

Whichever way you choose to vote there are plenty of ways to promote the issue of housing in the upcoming election:

  • You can start by contacting local representatives to express concerns about housing policies and to inquire about candidates’ stances on these issues. 
  • Attending town hall meetings and debates discuss housing directly with candidates and community members. 
  • Using social media to raise awareness, and share information.
  • Engaging with local media by sharing your stories, letters to the editor, or participating in interviews can raise the profile of housing issues and influence public opinion and political agendas. 

ITN would like to contact Frome people for short interviews to go on their national news. They are looking for:

Someone who was forced – or is being forced – to move out of Frome because they cant afford to buy a house, or pay the rent in Frome.

Someone who is living in poor housing or unsuitable housing in Frome because they can’t afford to live anywhere better – could be overcrowded/too small, too far from school or their job, mouldy, damp etc.

Someone who lives outside of Frome and commutes in or drops their kids off at school in Frome because they can’t afford to live in Frome, or find a suitable house.

Someone who is living with their parents in Frome – in their 20s or 30s – because they can’t afford to live in Frome or on the outskirts.

Someone / family whose rent in Frome is crippling them – e.g. paying most of their salary on rent.

This is part of ITN’s coverage of the election and the 5 main areas of the issues we face – housing being one of those.
